Sacramento Opens a Park for Children of All Abilities

Sometimes the most important changes do not begin with big announcements. They begin with something as simple as giving a child the chance to enter a playground, ride a swing, and play alongside other children. That is the idea behind emPOWERment Park, a large inclusive space created for children with different physical and sensory needs in the Arden Arcade area near Sacramento.

The park opened on August 29, 2026, at 1124 Bell Street, Arden Arcade, CA 95825. What makes it special is that accessibility is not limited to one piece of equipment placed away from the main play area. The entire park was designed so children with disabilities and children without disabilities can play together, use the same structures, and share the same exciting experiences.

At many traditional playgrounds, a child using a wheelchair can only remain at ground level and watch other children climb above. emPOWERment Park was designed to change that familiar situation. A long accessible ramp leads to the upper levels of the main play structure. It allows a child using a wheelchair or another mobility device to reach the top independently and look out over the park alongside everyone else.

For many families, this detail may seem small. But for a child who once had to remain below, reaching the upper platform means much more than gaining access to another slide. It means being part of the same game, choosing a route, exploring the space, and not feeling separated from other children.

The park includes swings that can accommodate a wheelchair, an accessible spinning carousel, sensory panels with sounds, slides, and interactive play elements. A soft and colorful rubber surface makes movement easier and can help reduce the risk of serious injury during a fall. The layout gives parents a clear view of their children while allowing visitors to move freely between different areas.

Special attention was also given to children who may find loud sounds, large crowds, and intense activity overwhelming. Sensory elements let them interact with the playground at their own pace. The park also provides open spaces and quieter places to rest. This can be especially important for families with children who occasionally need to step away from active play and recover in a calmer environment.

The name emPOWERment Park was chosen for a reason. It speaks about personal strength and independence while also reflecting the energy theme found throughout the playground. The land for the project was donated by the community owned utility SMUD. The park includes structures and panels that introduce children to different forms of energy. Some features respond to a child’s actions with light and sound. Playhouses carry names connected to electricity, while interactive mechanisms allow children to activate small visual and sound effects themselves.

Beyond the main playground structures, the park includes shade canopies, picnic tables, barbecue areas, community garden beds, water features, an open lawn, and a Bankshot court. Bankshot is an adaptable ball game that uses hoops and backboards in unusual shapes. Accessible parking spaces, lighting, and a public restroom are also available near the entrance.

Greer Elementary School and Encina High School are located nearby. Organizers expect the new space to serve not only families from Arden Arcade, but also visitors from other parts of Sacramento and neighboring cities. The park may also help reduce crowding at nearby Swanson Park, which can become very busy on weekends.

The story of emPOWERment Park began long before opening day. Around 2017, the Sacramento Parks Foundation and local partners began considering the vacant property on Bell Street as a possible location for a new playground. Residents, families, and children from nearby schools participated in the planning process. Organizers held community meetings and asked future visitors which features they wanted to see in the park.

In February 2020, the California Department of Parks and Recreation approved $6.28 million in funding for the project through Proposition 68. The program supports the creation and improvement of parks, particularly in communities that need better access to quality public spaces. The total cost of emPOWERment Park later approached $10 million. Local park organizations and Sacramento County provided additional support, including federal relief funding from the pandemic period.

The property covers approximately 1.43 acres. SMUD donated about 1.3 acres through its community Shine program. Planning and construction took several years. The official groundbreaking took place in October 2022, but higher material costs and other effects of the pandemic made the original project more difficult to complete. Additional funding was needed to finish the work.

O’Dell Engineering developed the concept. Specialists from Unlimited Play Playgrounds helped create the custom accessible structures. After construction was completed, Mission Oaks Recreation and Park District took responsibility for operating and maintaining the property. The Sacramento Parks Foundation brought together several park districts, community organizations, and local partners to make the project possible.

The main play structure, featuring two towers, is especially impressive. It was created specifically for this park. According to the construction manager, no identical structure existed at another American playground when it was built. Children can control fans, watch colors change, activate sounds, and interact with features connected to different forms of energy.

But the true value of emPOWERment Park is not found in the cost of the equipment or the number of unusual technologies. It is found in the fact that a child does not have to ask why they cannot reach the place where everyone else is playing. Ramps, wide pathways, accessible swings, and sensory zones are natural parts of the shared playground. They are not separate features reserved for a small group of visitors.

An inclusive playground benefits more than children with disabilities. It helps every child see human differences as a normal part of life. Shared play teaches communication, patience, cooperation, and respect for another person’s abilities. Research in child development consistently connects shared play with social learning, emotional growth, and stronger communication skills. These lessons cannot be fully learned through books or conversations with adults. They develop through real experiences when children create games together, wait for their turn, solve small problems, and help one another reach the next part of the playground.

For parents, emPOWERment Park can also become an important community space. Families facing similar challenges can meet, share experiences, and feel that they are not dealing with everything alone. Parents of children without disabilities also gain a natural opportunity to talk about respect and equality through everyday experience rather than abstract explanations.

The opening of emPOWERment Park shows what a modern public park can become when accessibility is part of the design from the very beginning. Organizers did not try to adapt a traditional playground after it was already built. The space was planned for different children, different ways of moving, and different needs from the start.

That may be why news about the park quickly attracted attention from families across the region. Parents are traveling not only from Sacramento, but also from neighboring communities. For some, it is a new place for a family outing. For others, it is a rare opportunity to see their child become a full participant in the game instead of watching from the side.
