A Low Monthly Payment Can Hide a Higher Total Cost

You find a car online, compare a few listings, work out your budget, and drive to the dealership. Then the price changes. Equipment already on the car, theft protection, or another product appears in the paperwork. As of October 1, 2026, California buyers have a clearer way to check the dealer’s stated price before making that trip.

That is when the California Combating Auto Retail Scams Act, known as the CARS Act, took effect. Licensed dealers must disclose the total price of a specific vehicle in an advertisement and in their first written response to a customer about that vehicle. “Specific vehicle” matters here. When an ad offers an identifiable car for sale, its total price must be disclosed in the ad. If you contact the dealer about that car, the first written reply must include the total price. An email or text exchange can give you a figure to compare with the documents presented later at the dealership.

There is an important distinction: the law’s “total price” is not necessarily the final amount you will pay. It includes a dealer price adjustment and the cost of items already installed on the vehicle when it is advertised or discussed. Taxes, registration charges, financing costs, and certain other legally permitted fees may be added separately. California law also permits a dealer document processing charge outside that stated vehicle price. Before visiting, ask for both the vehicle’s total price and an itemized estimate of the full amount due.

That second figure makes comparison easier. Two cars may appear similarly priced online, yet the proposed transactions can look different once taxes, permitted fees, financing, and optional products are listed. A written breakdown lets you see what belongs to the vehicle price and what you are being asked to pay for separately. It also gives you time to consider those charges without a salesperson waiting for an answer across the desk.

The CARS Act addresses add-on products as well. If a dealer makes a written representation during negotiations about an extended service contract, GAP coverage, theft protection, or another add-on, the dealer must clearly disclose in writing that the product is not required and that you can buy or lease the vehicle without it. The law also prohibits charging for an add-on that would provide the buyer or lessee no benefit. One example named in the statute is an oil-change plan for an electric vehicle.

An optional product may still be useful to some buyers. What matters is being able to evaluate it on its own terms. Ask what it costs, what it covers, when coverage begins, and what exclusions apply. If someone says a product is required for the deal, ask for that explanation in writing before agreeing to it.

Monthly payments deserve the same scrutiny. A payment that fits your budget does not tell you the full cost of a car. When a dealer gives a written monthly-payment figure during negotiations for a specific vehicle, the law requires a written disclosure of the total amount you would pay if all scheduled payments are made. If the calculation assumes a down payment or a trade-in, that contribution must be disclosed too.

That gives buyers a more useful set of questions than “How much a month?” Ask for the vehicle price, the down payment used in the quote, the length of the loan, the total of all payments, and a separate list of add-ons. A lower monthly payment can result from a longer payment schedule, so it is worth comparing the entire offer before focusing on one number.

The law makes a separate change for qualifying used vehicles priced at $50,000 or less. Buyers and lessees have a three-day right to cancel, generally measured over three calendar days beginning the day after the agreement is signed. If the third day falls when the dealership is closed to the public, the deadline extends to its next open day. The right does not apply after the vehicle has been driven more than 400 miles. A permitted restocking fee may reduce the refund, and additional mileage charges may apply after 250 miles. The law does not create the same general three-day cancellation right for new vehicles.

It is still better to resolve questions before signing. A qualifying used-car return has conditions: the vehicle must be brought back to the dealer within the required period and in the condition specified by law, and the buyer may incur a restocking fee. Checking the figures in advance can prevent a dispute that a return process cannot make effortless.

A practical first step is to save the listing, including its date and the vehicle identification details. Then write to the dealer about that exact car. Request its total price, followed by an itemized estimate showing taxes, registration, permitted fees, and every proposed optional product. If financing is involved, request the down payment, monthly payment, loan term, and total of all scheduled payments. Keep the reply and compare it with the documents you are asked to sign.

The written exchange may also matter if a disagreement arises. The CARS Act requires a dealer to retain its first written response disclosing the price for at least two years and to provide a copy to the customer upon written request. California DMV provides a way to submit a complaint about dealer conduct. Keeping the listing, messages, estimate, and contract helps establish which figures were given at each stage.

The new rules do not set the price of a car or remove every expense from the final bill. They move essential information earlier in the buying process.
